Broken brown box & ground cable box

The brown box outside on the wall has become brittle and the cover has broken .

And the black ground box where the cable goes into the ground was installed too high and the council grass cutter had destroyed it leaving the wires exposed. This was reported months ago and nothing was done about it .

Can they

 

 

be replaced ?
