Advanced Network Error Search

I'm unable to turn off Advanced Network Error Search.

Clicking on the link when I get the results takes me to a page where there are 2 checkboxes, which say yes I want this service or no I don't.
I chose no a few days ago and I'm still directed to the network search pages.  So I tried again today and after selecting no it says something along the lines of "I'm already not using this service".

This is causing real issues, I can't get to any of my dev environments as I'm just redirected to this unwanted page.

How can I turn off this service?
