Access Denied on Hub 3.0

For the last 2 days, I have been unable to connect to the WiFi or via Ethernet beyond accessing the network page. 

The router currently has a white light and no other lights but regularly cycles between green light and green flashing lights for the other two symbols on the front (arrows and wifi signal).

I have done a soft reset (turn off for 30 seconds and back on) and factory reset the router. The "Access Denied" page comes up on the 192 homepage. I have disconnected all the wires and reconnected them to no avail.

I work from home so it is important that this issue is fixed ASAP. Please can someone advise on next steps.

I have now tried to login to the hub page and it is stuck on "Update in Progress".
