Your downstream levels are pushing the lower limit, although the signal/noise figures are holding up OK.  Let's see the upstream.

I got the same on wired speeds at 16Mbps, the same on wireless speed when at close range

Ookla speed test.net, I've also used others, and it gives the same results.

So what's next give Virgin another call?.

According to your figures you really should be getting a better service than that.  I'd call for an engineer visit on the basis of the low downstream levels, but they should also be looking for something else to fully explain it.

Try on the phone again, but if you can't get a visit that way hopefully a VM person will pick this up here and help you.
