password error while registering the account

I am getting the error "You can't use that password. Please choose another.", i tried all the options this error is coming each time. I am not able to register my new account.

Can I firstly ask if this is in relation to a cable or mobile account please?

Also, when it states "you can't use that password" does it have reasons why, for example below the character count?
