Text confirmation

I received a text from Virgin asking me to change to a different account with more mb and costing more.  I don't want to do this so went to send a text back.  A message came up telling me I would be charged for this.  I found this unusual as previous texts to Virgin haven't cost me anything.  Is this correct? And, can I decline on here?

Can I ask if you've got a Prepaid (Pay As You Go) tariff or SIM Only/Pay Monthly tariff?
