Sim has been deactivated again

Hai I received a new sim as my previous ones was deactivated, I was sent a new one a few days later a letter follow saying i was being sent a new sim i assumed it just arrived in the wrong order, however a week later my sim was no longer working.

This is the 2nd time this has happened, yet I am paying my bill despite not having service.
