Setting up new SIM

Hi. Need some help please setting up new SIM card. The phone was locked to EE which we've resolved. I put the SIM in and get SIM1 not provisioned. You try and dial out and it says not registered on the network. I've reset phone, removed and reseated SIM card, can't manually select network, I'm just at a loss of how to fix this. Can anyone help please?
