You can't. The only thing you can do is set the spending cap to zero so they can't go over their allowances.

Please can you tell me what you are wanting to block? Mobile data? Texting/Calls?

I need to block my sons phone during school hours and bedtime, with this I mean no data or app access BLOCKED similar to the screen time. Is there a way to do this? (Children are too smart for the iPhone screen time they just wipe the phone)
