Charged Twice For Activation

I just reactivated my Virgin Mobile phone. Clicked the activate tab at the top. Went through all the steps. Was charged. Fine. After a while, I still didn't have service. So I went to my online account. It asked me if I want to restart my plan. I said yes. Was charged once again. Now I've got my phone activated but I'm paying twice over for it. Please help.
