When you say phone package do you mean the actual phone and SIM or just the SIM airtime?
If both then the answer is you can't. No network is going to send a handset out of the UK
If the SIM then you can try the website but you will get a better deal phoning +44345 6000 789
As to leaving you will again have to phone that number as any other way will not work outside the UK
Changing networks may cost you if you are in the EU. Most networks now charge roaming fees for EU use.
Again you will have problems getting a network to post a SIM out of the UK.
