Can't register Mobile Account

I am a new customer. I received my sim last week. I tried to register a mobile account but it asks for my security answer with no security question. I don't have a security question set up. I called 789 and after waiting for 45 mins, the person on the line kept asking for my password and the answer to my security question even though i told him i do not have one.

I haven't set up my telephone. My sim came this week but my broadband and landline is coming next week. Do i have to wait till then?
