Activating new sim

I have an old virgin mobile sim that I want to use on an old device for a back up. The previous device was on o2, I've had the sim in for over 24 hours and still isn't activating (emergency calls only). Could my old device be locked to the previous network, or does the sim need to be activated?

When you say Old Virgin Mobile SIM can I ask How old and is it PAYG

Thanks for your reply.

I got the SIM in august 2019 as part of a broadband bundle - I had no use for it so haven't touched it. I assume it is PAYG but I do receive monthly bills for it, however these are always £0 as I have never used it.
