ebilling not available?

I've tried following the instructions on how to switch to ebilling but its just impossible, there is no "simple" button to press to switch on my account, only a section on what my preferences are but clearly that hasnt worked since i chose it last month but received a paper bill this morning. The info on the instruction page just doesnt match up with what i can see on my account.
