Why would I be charged £25 for the virgin cable being damaged in the stree

I am not happy being charged,£25 with no warning or notice for the virgin cable being damaged by Bristol water on the path out side of my property despite the engineer that fixed it saying it would be a free repair. Can anyone help me get this rectified please?
