Vulnerable Mother has had all of her services stopped

My Mum is living alone and is vulnerable.  All her services have been cut off (phone, tv and broadband) and I cant contact anybody for help.  I've been holding for a web chat for 4 hours now!  Has anybody manged to speak to somebody via webchat? Just wondering if it is worth me holding on or not.

I've had a webchat session running for three days now with no human response so I wouldn't pin my hopes on that.
