I'm trying to register my mother on the virgin website to manager he account online. When entering her account number and area it suggests she's already registered under an old (and now inaccessible) email address.

We wouldn't be able to help with this, however if you call the customer service on 0345 454 1111 and choose option 1, 2 then 5 they will be able to transfer you to the Move and Transfer team.
