Unable to register a broadband account

I have switched to Virgin one month ago, and still cannot register a new account, despite several calls to the contact centre and chat services I was hoping the community might have a similar experience and can help! 

I've gone through all the steps when setting up and last page it says they are sorry and cannot register at this time. 

I need to review my bill an I can't!
