When moving out of the address, you would need to cancel the services. We wouldn't be able to transfer the account in to another name for them to continue with your contract. The new tenant would then need to take a new contract in their own name.
Another option, if you have plans to return to the address is to leave the account in your name but you can update the payment details to the new tenant. It is worth noting that you would still remain responsible for the account so payment ultimately is your responsibility to ensure it's made on time etc.
