Registration error - We are not able to set up your my virgin media account

Been trying to register my online account for weeks now to set up billing. When i finish the registration process, always get the same error at the end - 'We are not able to set up your my virgin media account'.
Have been trying to to solve this with the live chat but never hear back for days or get kicked out and have to start over. Over the phone just never have time to wait in a queue for hours...
What can i do? Really need to set this up to be able to pay the bills!
I've had to raise this with IT as there's a background issue on the system preventing the online account being created. Your reference is P010238243. IT's timescales are 3-5 working days and I'll be in touch when I know more.
