Primary Account Holder

I have been having a problem accessing account details.  Message says only can be accessed by primary account holder. I changed this to myself 7 years ago when my partner who was the primary account holder died. I regularly phone to request a resolution but as always nothing happens from VM. This happens on the app and on the VM website . Any ideas?
