I am repeatedly being charged £15.99 monthly for a Netflix subscription that I do not have. Virgin Media say that I have to contact Netflix who in turn say I do not have an account and must contact Virgin Media. .Who is correct

We're sorry to hear of the issues with the Netflix subscription charges on your bills although you don't have an account with Netflix, from what we've seen you spoke to our team earlier and we had this raised for resolve.
Could you tell us if the charges for Netflix were on one or more bills you received recently and if those have been corrected for you now?

The charges have been on four bills. Some of the charges were refunded but more have been taken out on my most recent bill after you had confirmed that this would not happen again
