Lasting Power of Attorney - Registration

Hi, My mum needs to register a power of attorney, but the only way I can find to do it is to send a "certified copy of the confirmation" to an address in Sunderland. 

Not sure what a confirmation is, but given the state of the of Royal Mail at the moment (especially in the run up to Xmas) I would rather not be posing original documents. Is there a way for VM to accept a digital access code from the OPG instead, hopefully speeding up the process?
