Hi I'm unable to switch to e billing.

Thank you for reaching out to  us in our community ands welcome, sorry to see you cannot register for E billing, how are you trying to do this and what error do you get?

In the app when I click on "Sign up for eBilling" it takes me to Help & support page make a one of payment.
