Downgrade

Is this true I rang up to downgrade my package today im on phone and broadband. I currently pay £47 but they said i can reduce down to £33 and take the 200mbps which is more than enough for me. They said this wont take effect till 20th September is this correct what they are saying about the 30 days?

It is correct in that it would be 30 days notice for any major package change.
