Have the bolt/volt package with SIM card it’s been moved to o2 and now I’ve received a 24.99 bill for o2 how has this happened never paid for sim in all the years had account

We're sorry to hear you've been unexpectedly billed for your SIM since the migration over to O2. It sounds as though you originally had an Oomph package so the cost of your SIM would have been included within your VM services. As we no longer offer this, and all Virgin Mobile customers are being moved over to O2, you would have received communication from us to advise you of the date this would happen along with any cost involved.
I can see you've since discussed a new VM package with us which no longer has the Oomph discount and instead you're part of Volt.
If you're unhappy with the package that O2 have put you on, you'll need to contact them directly here. They can talk through any options you have along with the process should you decide not to continue with your O2 plan.
