One of the VM guys on here tried to create the account & got the same error so has raised a call - I'm happy enough with that as I work in something similar & sometimes fixes are instant, sometimes they can take days for a software patch. Main thing is I have a call ref to refer to.
The call centre is hard work, but whilst it's a nightmare trying to persuade them that everything is plugged in just perfectly & I've already checked all that, you know they will get loads of calls where that is the genuine fix so you just have to be politely firm with them.

Well, I had a message earlier to say IT have resolved the issue & I’ve tried to register & all is working fine now, including the app. Many thanks to the virginmedia staff who monitor this forum for sorting this out for me.
