Hi, I'm a carer for my elderly mum who doesn't live with me.
I've notice her bill has suddenly increased from £45 a month to £60. She only uses the landline, and occasionally wifi when I visit.
Who can I speak to to get this resolved? (I should already be on the account as someone who has authority to speak on her behalf)

Do you have access to your mother's Virgin Media online account? If so, you are able to view the bill breakdown of charges here
I'm guessing her 12 month contract with a discount came to an end and now she is now paying full price.
Although Virgin wouldn't see this as urgent, I would suggest paying £15 a month more to some people is.
So give them a call, unfortunately, given the current global situation you might need to be on hold for a very long time.
