Cancelling broadband not yet installed

Hi guys, 

So I took out broadband with Virgin on the 25th of September but delayed the installation date until the 21st of October. My Mrs has an account with Virgin and we requested a cancellation then I took broadband out with Virgin after the cancellation date... Virgin then contacted her and offered a sweet deal that we couldn't refuse and decided to go through with it. I have been trying to cancel the broadband I took out (new one) via live chat cos on the phone its hold forever and I kept on getting moved to different departments now what I'd like to know is you can cancel up to 14 days after the date of installation right? It makes sense to be that way, right?
