Can't get any help with an erroneous bill!

I spent two hours and some tears trying to sort out my bill last month and FINALLY found someone who helped me...AFTER I paid the erroneous bill which was supposed to have been refunded. We set up a completely new contract and the first bill has an 85 quid "balance"!! Now I can't get anyone to help me unless I pay it. The number I keep getting tells me I have to pay it before I can speak to anyone. THIS IS SO FRUSTRATING!!!!
