charging on talk more anytime

why would virgin media be charging where talk more anytime is on the account?  Calls are considerably less than an hour.   Normal calls placed in the normal way, not dialling 1471 and pressing 3 to return the calls.  Normal local calls starting 01    No call divert on the account either.  I am puzzled
