Why my neighbor has Virgin Broadband but I can't?

I just moved to Winchester and I work from home.

It seems I could only get Sky (or any other provider) for 33mbps max, however, all my neighbors in the same street can have Virgin Media (according to the website) and I can't - no reason explained.
Is there something I can do to get a simple 100mb in my home?
