Why can’t I get virgin broadband. My neighbors have it

Our street has virgin cable, but according to a virgin engineer who came to our house, we do not have the virgin coax cable in our house and cannot install one. There is however an existing coax cable currently not in use. We could not determine where the existing coax goes. Is there a way to proceed to further test if the unused coax can be used?
