Yes you can. The internet hubs have two line outlets & I assume this is how new lines will be delivered.
I would point out however that there is no discounting of second lines. You pay through the nose for everything.
I moved my second line to a VoIP provider so all I pay for is the call package & not an additional £19 line rental I would have to pay Virgin.
