Reporting outage: why is it so impossible?

Our phone line is down. No calls in or out. No dial tone. Can I find a way to report the issue? NO, why is there no way to report a fault?!

Can I first ask if you've already gone through the Landline Digital Switchover? If not, have you received any notification about this via letter or email?
