Can you please do a "Check Service Status" at the top right of the forum to see if there any local issues that VM are aware off.

Could we please confirm in which way your phone isn't working? Does this have no dial tone, intermittent dial tone or something different?
Have you checked our service status page for any known area faults as DJ_Shadow1966 has advised above?
