Phone line not working properly

Hello,

I am asking on behalf of my father who I believe is the account holder as I am sure the broadband was in his name (this was removed by virgin for some reason a few yrs ago) Unsure how long the address has been a customer, probably since mid 90's for the phone line alone. So unable to get the account number or the area number to retrieve email address registered with the account (which I am sure is a blueyonder email when we first got broadband through virgin).  My parents do not receive any paper phone bills or anything which has an details on it to try and rectify the issue of the phone for them. The phone can receive incoming calls but can not call out form their virgin media landline. When trying to call out it reverts to the automated service announcment when you dial 150 from the phone.  

I have had a link sent to my mobile number but unable to get any further without these details. I have checked and it tells me there is no fault on the line. My parent do not have mobiles phones hence why I am doing this for them, also they are not tech literate.
