I've just noticed an upcoming charge for 26p to a number I've never called.
A quick search on the internet shows this as a likely scam. the number is 0123 000 0000
Can this be blocked and refunded?

If it is on your bill it is an OUTGOING call, so is not a scam. However, it is a common number that is dialled as a result of a fault on your line. Not only will you need a refund, the line also needs checking for faults or it is likely to happen again.
