My apologies for the phone line issue. You can run tests and even book tests online. Click here and then enter your postcode. Press search and any known local faults will be shown. If none shown, then click on 'sign in to the checker and run test' on the affected service; in this case the phone line tab. This will then run checks on your equipment and if an engineer visit is needed, you'll be able to book online.
In this case, I've checked the system and no issues showing. Is your phone plugged in to your broadband router?
