No landline for two weeks

Everything has been working fine until a couple of weeks ago when our phones stopped working for no apparent reason.

We tested our phone at our neighbours house and it works but our neighbours phone does not work at our house. Our Hub 3.0 settings show that the telephony service is disabled but I cannot find a way to activate this.

How do I reactivate the telephony service on the Hub 3.0?
