No incoming calls

Hi, when you try to call our landline, all you get is a brief ringing tone then crackling noise before cutting out. Outgoing calls seem to work ok. All suggested tests have been done and even bought a new phone as a test, new phone is plugged directly into socket. Area 26 GU220HE
