No home phone dialling tone for over 7 days

As a new customer I am still waiting for an engineer to call me to resolve my home phone set up problem. I have no dial tone. I phoned the help desk for the third time yesterday and was told an engineer would definitely call me today to resolve the outstanding ticket - no call received.

Is it best to issue a formal complaint at this stage?
