No dial tone - outside box looks damaged

Landline has no dial tone - tried with two phones, including cordless, plugged into main socket.

No faults reported for my area.

Also tried unscrewing the lower plate on the main socket and calling out from the test connection - nothing. 

Cover on outside cable box on my property is partially open and there is visible wiring.

Next steps please?
