And, for anyone else with the problem - I suggest some wire tracing.
Decided to trace wire back from phone to hub3. Buried behind cabinet was the old BT splitter which was inline. The connection from phone to VM Hub went through it. Removed this and connected directly from phone to homehub and have dialtone and can dial 150 successfully.
Stupid mistake, but might help someone else one day!
Virgin support might add a note to physically check the cable connection. Don't assume anything! The red flashing light must have a meaning..
