My brother in laws landline phone has not worked for a few months since phones went digital

We live round the corner from my Brother in law. We were transferred onto the digital phone lines with a new hub and since that happened his phone has not worked even though we are on different boxes. First he could only receive calls but not make them, a few weeks later he could not receive or make calls. He tried to contact virgin on the phone but kept being transferred around. Now he can't even do this. he does not use a computer or have the internet. He is vulnerable and needs to be able to contact us in an emergency. Any ideas how this can be rectified?
