Oh, I was under the impression that all new PSTN installations were no longer being done.
They're not. But the migration of existing customers with a phoneline on the TDM based service to having the line on the 21CV network isn't something that needs to happen urgently.
From a customer perspective the two are pretty much the same and there isn't really much point in changing before there is a specific need to do - either due to a house move, a fault or if you leave and rejoin at any point.
Some areas have started the migration where there is a technical need to do so, and that will happen in more areas as Virgin's plan progress. At some point I would expect there will an opt-in option to speed things up, but no confirmed details as to what that may look like yet.

The OP has been given conflicting information. One forum team told him that it's possible, another said it's "not yet available right now in your area". Surely he should have been told that although technically quite feasible VM has chosen not to migrate existing customers who ask for it.
