Landline dead - no dial tone

Hi my landline is dead (no dial tone).  I think there's something wrong with the connection just before it goes into the house (no service probs in my area).  I've just checked outside and there's wires loose and it doesn't look right (it very close to my neighbours house and may have been knocked).

I can't seem to see where I can arrange a technician to come and fix it.
