Like a number of people in this thread. I too am experiencing not being able to dial out from my landline. I can receive calls and the equipment connects to the exchange; as I get 'dial tone' when the receiver is lifted off the cradle.
When dialling a number I receive an engaged tone, but one that is coming from the exchange and not from the susbsriber dialled. That includes all numbers including 150.
In the help and service section, there appears to be no way of reporting this kind of issue.

I have looked further into this and cannot see any issues that would be causing this, so I have removed your number from the network and re-added in back on.
Please can you let me know, if that has made any difference at all.
