I cannot make or receive calls, just a noisy muffled sound on the phone when I try to dial out. I cannot find my account number so how can I report this and get it resolved. It's been down for several days now.

I am sorry to hear that you have had some issues with your landline.
Do you get your bills emailed to you? Your account number will be listed on there, alternatively it will be listed on your online account?
