Intermittent dial tone but voicemail not set up

I have the intermittent dial tone for voicemail, but when I call 1571 my voicemail is not set up - which is correct, as I don't want voicemail, relying instead on my handset answerphone. I don't want a voicemail facility so I don't really want to have to set it up just to see if there is a message. Can you help?
